In 1802, the constriction of the canal started upon the orders of French leader Napoleon I. Back then, there were about 550,000 people living in Paris. It did not look like that number was going down any time soon. In those days, Napoleon thought that the waterway would usher in freshwater to the city and improve the residents’ health.
